Problem:

There are many html and css 'best practices' with building a website.

I don't feel like we have a very good understanding of these principals and I would like to try and set ourselves up to make maintaining our new thymeleaf work.

Acceptance Criteria:

Research "best practices" for html and css, meta tags, etc.
Research what is the current base website template. (AKA, boiler plate html)
Research how to set a base font size on a website and how to properly use font sizes throughout a website.
How to check for javascript being enabled.

Timebox to ~5 days.
