When a dataset is created in Dash Repo, [group:Root, role:Admin] is assigned write permission to the dataset. This ACL entry is unnecessary and can be removed.

Acceptance Criteria:

Stop adding rootAdmin to dataset ACL when creating a DASH Repo dataset.
Review behavior in Gateway dataset service, and if we can remove this behavior, do so.

Do we need a query to remove all the group:Root, role:Admin attributes that have been added to datasets?

Consider: adding unit tests to services that create datasets.
