Problem:
Recently our data curator experienced failed uploads via the gateway's api for two large (> 52 gigs) files.

Acceptance Criteria:

Files up to 250 GB can be uploaded to both DASH Repository and Gateway.
Create appropriate directories with tomcat write permissions.
Update instance properties configuration.
Restart gateway application.

Suggest: Have GW write to temp directory in dataset storage directory on glade (similar to DASH Repo).

Note: DASH Repository configuration has been updated and large files can be uploaded (DONE).

Note: There is likely a recommended max size much smaller than 250GB. Perhaps this could be added to our Provider documentation.

Note: Large files should be equally upload-able via both the Web UI and file upload APIs.
