We may need a high-level page that lets people see GDEX information. This story is about getting a basic page started at gdex URL for review and iteration.

Acceptance Criteria:

Setup "gdex.ucar.edu" as URL for access to DASH Repository. (done)
Request DNS for gdex.ucar.edu. (done)
Support SSL access/HTTPS only. (done)
Host/proxy with Nginx. (done)
Prevent any .git or non-html page from being served. (done)
Create a basic project page at this URL.
Add page to GitRepository project.
Add NSF Logo banner.
UCAR/NSF footer
Indicate GDEX copy/coming soon copy.
Add a link to DASH Repository.
Start with current standard boilerplate HTML.
Consider recommendations from WebMod2 team.
Consider Bootstap 5 framework.

Note: this could be a lot like the old CDP tombstone landing page. However, the CDP (or other gateway HTML) may be out of date.
