GDEX data providers will not necessarily have NCAR CIT identities. We need to review what authentication approaches we can support. We do currently have a local login option that can work.

Acceptance Criteria:

Identify initial GDEX auth-n approach.
Consider local login, external IdPs (Google, ORCID, GitHub).
Assess feasibility of approaches.
