Problem:

We want to use a queue to store and process our file identifiers.

Acceptance Criteria:

Create the spring integration infrastructure to create a new persistent queue.
Store file identifiers, report identifiers in queue
For each file, log file queue item from audit trigger event(s).
Handle terminal/last queue item and log.
Allow job to restart (via queue).
