Add user account administration pages into CADIS.

      Users cannot manage their own account in the CADIS portal. The options of changing e-mail, password, and applying for groups need to be added for all users. The "data survey" from the aoncadis.org old portal needs to be added to the user administration for people in the CADIS group.
