Build process broken on qa (and probably release)

      The following manual operations are currently needed to build a working gateway on QA:
      o override log4j.xml - logs currently not working
      o comment out the RunningGatewayPublisher - this seems to use features of Tomcat 6, while QA/release are currently configured for Tomcat 5.5
      o cp eske/applications/gateway/qa/application-context-qa.xml eske/applications/gateway/application-context.xml since it doesn't seem to be overridden by the build process
