The RemotePublishing API should return proper HTTP errors when a thredds catalog URL cannot be accessed. Currently the API returns and error like "Parent THREDDS catalog is null, cannot start algorithm without parent THREDDS catalog." when the thredds catalog URL is not available which is misleading. If an HTTP error code can be identified this should be included in the error response.
