It is looking like that with BADC using their own OpenId Provider it might be necessary for the Gateway to disable local User Registrations.

This could simply be a 'switch' or 'flag' inside the gateway.properties file or it could be something a tad bit more complex like different modules that implement behavior for disallowing or allowing User Registrations.
