The file upload interface (3b. under the administration tab when browsing a dataset) uses DatasetAccessPoints of type "File" to determine where on the server to upload files chosen through the interface. Although this is a data access service, the link under the "Available Data Access Services" section of the doesn't make sense as it exposes paths on the server and doesn't do anything when you click on it.
