A new webstart application should be integrated into the Gateway UI for myproxy certificate generation. This will enable end users to create myproxy certificates for use with client tools such as WGet scripted downloads.

A number of issues are involved here including:

1) Who/What will host the application and jnlp
2) Who will sign the application to prevent security warnings
