After requesting files to be transferred via the Bulk File Download page the User is directed to a page where they can view the state of their File Download Requests. However, the user wasn't redirected via a 301 or 302 and if the User refreshes the File Download Requests page they will be shown a dialog asking if they want to resend their request if they say yes then a second File Download Request will be submitted.
