Currently the documentation describes expanding the war file. Initially this was a needed process to the the endorsed libs directory. If we don't need that anymore we should review and evaluate if we can switch to just dropping the war file in place and letting tomcat handle the expansion.

This would make the process easier and remove some permission steps. Unclear if Tomcat then correctly clears out the work directory as part of the process.
