If a federated gateway is offline and a group attribute request (e.g.: attempting to perform group authorization) is made, a java.net.ConnectException: Connection refused is thrown and the user receives an error page.

We should somehow handle this exception and clearly explain to the user what has occurred and that they will have to attempt their request at a later time.
