From CADIS Basecamp ToDo:

Metadata entry tool should *not* allow duplicate datasets to be entered into DB (e.g., datasets with duplicate titles should not be allowed, etc.). Users should be warned when they attempt to enter duplicate datasets

This may be the current functionality. Needs review and may be determined as "will not fix".
