When new projects are created during Thredds publishing, only the project name is specified. This causes a number of problems as the project description is often used when rendering links on the gateway UI. Without a description field, these harvested projects may not be accessible. It is unclear if empty descriptions affect RDF harvesting.

A default description matching the name should be added to any new Projects created during publishing.
