When a user registers for NCL one of the options is to have the user be automatically registered on the ncl mailing list.

That behavior is not currently happening.

However, if an existing gateway user is added to the NCL group by an admin (like upgrading a user's permissions from user to admin) the user is sent a confirmation email to join the ncl groups mailing list.
