When a user comes to a gateway with an unknown OpenID they are presented with a dialog to enter their user information.

While the screen should have the defaults filled in from the AX, users are confused and think they are registering again.

To simply the process we could change the workflow to the following:

- If the required fields were passed with OpenID AX we skip the screen entirely
- If we are missing required fields we display the screen but include stronger wording as to what is going on.
