When working with Christy on the OAI Harvesting page, it was clear that there was confusion about what the Server State information did and how it worked.

There was some work done to hopefully clear up confusion, but the work completed didn't seem to help much.

Perhaps there should be a separate page for the state of Quartz and all its sub tasks?
