Remove the entire sgf.gateway.utils.xml package due to problematic code.

This is dependent on seeing the new DB based OAI repository run in production for a week or 2. After we can delete the old repository code which is a major dependency here. As the repository and client code are coupled we will need to go ahead and remove the harvesting code as well.

Must also change the remote metadata service to use the freemarker templates.
