      General gateway messages and alerts for reporting things like downtime, remote service problems, etc.

      Expectations:

      Administrator can create a banner notice with newlines to show in "caveat banner".

      Test: Enter string with "Enter" into DB field using PGAdmin and resulting banner results with newlines.
