On the Data Publishing: Edit Collection Metadata page the project pull down spans past frame, and the select lists for Groups Authorized for Reading and Writing are pushed too far to the right.

You get to this page by creating a new top-level collection, and then going the Contribute Metadata tab. Then you select the Edit this data set metadata link.
