Currently the metadata-2-data connection occurs only at the uppermost level. We could:

1) change the query to include realm, which would then put them at the component level. there is no realm for the upper level though so all the files links would move
2) remove the output tab when no links are present, which was the former behavior. It was hard to tell if this was an error though which is why we changed to the present behavior of putting text on the tab when no data links exist but having the tab exist.
