The triple store query mechanism won't support properly encoded identifiers.

We recently ran across the correctly encoded uri http://www.earthsystemgrid.org/esg.owl#agency_bundesministerium_f%C3%BCr_bildung_und_forschung

However we can't use this in a query. Attempting to decode the value before passing it into the triple store allow the query to run, however the query doesn't return any results.
