This is a short term fix for the issue of the triple store not correctly encoding URIs. Unicode characters cause the system to break.

* Create a sanitation method that scrubs every item pulled from the XML and replaces unicode characters with a text equivalent
* Put the characters and their text equivalents in an external file that can be updated with updated releases of the gateway
