Issue: we don't have a clear strategy for dataset identifiers. They range from UUIDs to formatted versions of the name.

Need: a set of rules for creating identifiers. This is important as it affects the URLs for datasets and would be important to do before we DOIs and citations.

- Limit the number of characters (256)
- Limit the characters that can be used: az19._-

Note: case and file systems (windows FS, etc.)
