Project related functions "Add new award number" and "Associate a Contact to this project" result in "Project Not Found" error page.

These links appear to not be building the project ID properly.

To repro:

1) Login as rootAdmin user
2) Navigate to project detail page, eg:
  http://www.aoncadis.org/project/the_svalbard_reu_holocene_and_modern_climate_change_in_the_high_arctic.html
3) Click on Contribute [meta] data tab for project.
4) Click on "Add new award..." or "Associate a Contact..." link.
5) "Project Not Found" error returned.

Expected:

Related award or contact editor page to appear.
