      Need to:

      * Implement the validator
      * Validation unit tests
      * Insert validation into the ingestion process.

      Validation Rules:
      * Must have not null parent dataset.
      * Must have name
      * Must have PersistentIdentifier of type ID
      * File size must be greater than 0
      * Must have at least 1 access point (Configuration flag to control behavior here?). Initially we can't support this.
