Problem: Our typed contacts duplicate data and we've superseded contact with a new responsible party. We need to transform typed contact to responsible party and move the award information in typed contact to dataset<project> award.

User: Data provider, curators, developers

Solution: Migrate typed contacts to responsible party. add any typed contact award numbers to dataset<project>. Update project editor UI to create responsible parties rather than typed contacts (including admin pages, controllers). Update project details page to show RPs. Update search to index awards and responsible parties.
