Problem: Contribute Metadata tab is always shown on dataset detail page. It is confusing to users what it means. It is also shown when user does not have write permissions for the dataset.

User: Data provider, curators, end users

Solution: Change tab name, remove javascript that references Contribute Metadata tab, add dataset write check, remove old authorization check url if possible.
