Remove ESG home page search categories.

      Problem: The ESG home page Search Categories (ie. search facets) do not expand nor contract when clicking on the "plus" symbol.

      Accepatance Criteria:

      Remove ESG home page left search categories.
      Change top-level navigation menu item Data to "Projects" label.
      Change footer Data label to "Projects"
      Remove right column elements (Quick Links, etc.)
      Prepend "popular" to highlighted dataset labels.
      Add tagline above center content "Discover and download climate data and analysis tools".
