Due to the way that email now works at ncar we are not able to easily send email from the gateway on our developer machines (localhost).

There is a class we can plugin to the configuration, but this requires manual intervention and can easily be checked in by developers by mistake.

Acceptance Criteria:
On development machines developers should be able to configure logging email server.
Production deployment should not be affected by development configuration.
