Problem: ESG has at least 3 datasets with DOIs assigned. However, only one of them is shown when searching for an NCAR DOI prefix (eg: "doi:10.5065"). An administrator search re-index does not resolve the problem.

Acceptance Criteria:

Searches for DOI substrings (eg. "DOI:", "doi:10.5065") should return all datasets with a matching DOI.
