ESG Projects Can be Edited

      Problem: An ESG Project cannot be edited via the Web Application. No link is available on the Project "Edit" tab to allow editing a project name nor description.

      Acceptance Criteria:
      ESG Projects can be edited by admin user (edit title, description).
      Duplicate projects can't be created.
      Tests written for service.
      Note: Direct database edit is a work-around.
