Our Data Transfer WGet script is not consistent with our other WGet scripts. We should add the user agent to identify if users are using this script of some other way of downloading data transfers.

Acceptance Criteria:
Add user agent to wget script based on other wget script templates.
Review other wget scripts, identify and implement improvements.

Consider using templating to reduce code that is shared across get script generators.
