Our Gateway download metrics capture takes a different approach than the TDS based metrics processing. We'd like the Gateway metrics processing to use the same approach as the TDS log based metrics processing.

Acceptance:

Move Gateway metrics processing to a log based approach.
Align approach with current TDS metrics handling process.
Refactor to tokenize early in process.
Review and refactor naming where possible.
