Refactor WGet scripts to use tokens only.

Acceptance Criteria:

Update WGet scripts to use API Token instead of my proxy certificates.
Remove MyProxy configuration from all scripts.
Keep existing script behavior of: adding wget version to user agent, checksum support, retries, etc.

Note: The archive wget scripts have api token added already and don't need to be changed.
Note: We can likely build a single script for both auth-n required and non auth-n required scripts.
