Revise publishing API to include publish, retract and delete actions.

Acceptance Criteria:

Provide a publish dataset API, which publishes a dataset from a thredds catalog authoritative source to a parent short_name with an API token.
Provide a delete dataset API which deletes a dataset by short name with an API token.
Provide a retract dataset API which retracts a dataset by short name with an API token.
Retract action should retract dataset and any children.

Note: The publisher client "unpublish" command is what is used to "delete" and "retract" a dataset.
