Occasionally the Gateway dataTransferMonitorJobTrigger may hang (?) and run for many days. When this happens the active transfers are not updated and users don't receive notification of completed transfers.

Acceptance Criteria:

Apply a timeout to this process.
Timeout is configurable (suggest 1 min default)
Identify timeout based on review of bestman logs.
Review timeout options and identify approach.
If timeout is exceeded, add log statement and send exception email.
