Show Dataset Breadcrumb on File Download Page

      Certain pages do not contain the breadcrumb for navigation to the related dataset and hierarchy. The File Download page is one of them.

      Acceptance Criteria:

      Add breadcrumb navigation to dataset on "Download Files" page.
      Add breadcrumb navigation to dataset on "Download Selected Files" page.

      Note: Discuss value of link to dataset and/or breadcrumb to dataset and parents...
      Note: It is OK to include a hyperlink to the "tag" dataset title.
