Problem:
With Bamboo being retired, we will need to move our current builds to the new product we will be using, which is CircleCI (https://circleci.com/).

Acceptance Criteria:
All projects are updated to run on CircleCI (meaning adding a configured .circleci file)
All projects are properly added/configured on CircleCI.
All projects have the Maven PMD Plugin added to them and we can see the report after a build.
All projects have the Maven JaCoCo Plugin added to them and we can see the report after a build.
