We have an atom feed for all datasets, which is a convenient way to find recently published datasets. This is not discoverable.

Acceptance Criteria:

Add a link tag to home page for the atom feed (/dataset.atom)
Add to both Gateway and DASH Repository home pages.
Place in similar location in HTML to dataset pages.
