      Problem:

      The new DASH Repo behavior that checks to see if a dataset is allowed to move from pre-published state to published has made it into the Gateway as well.

      Acceptance Criteria:

      Make the check to see if a dataset can go from pre-published state to published state only available in the DASH Repo.
