Problem:

3 metadata fields associated with the new Dataset Version metadata change are not being populated when a new Dataset Version is created via the publishing api workflow.

These three metadata fields are:
- Activity
- Data Format
- Topic

NOTE: All relations harvested during publishing should be reviewed to verify that they are added to a new dataset version if one is created.
