We have mis-configured CircleCI setup of sage-integration-tests project. It "pretends" to run on CircleCI but does not execute any unit test at all. As a result, a number of authorization bugs might have creeped into the application and are on Production.

Acceptance Criteria:

Determine problem.
Confirm Gateway JUnit5 tests are running as expected.
Fix the CircleCI config to execute all the unit tests and report failures.

Note: This may be due to CircleCI being unable/misconfigured to run Junit5 tests.
