Validation for the Check/Change Published State pages validates if the DOI has been created for the Dataset Version. While that is possible (there is a DOI field for DV) it is far more standard to apply a DOI to the Dataset itself (not a specific version).

However, due to the ability to "branch" datasets via versions, we may need to indicate the DOI status of both the Dataset and the Dataset Version.

Acceptance Criteria:
Use the Dataset to validate the presence of a DOI.
Consult with stakeholder(s) to determine what UI might be needed to expose the DOI status of both/either the dataset or a dataset version.
