The CADIS team was confused as to what "empty" meant in their context as many of the "empty" datasets have remote data access links so you can get to the data but it's not represented in the portal. "Metadata only" was chosen as a way to indicate only the dataset's metadata is stored in the CISL portal, not the dataset's data itself.
