Enable dynamic creation of Data Access Capabilities and Applications from Thredds catalog.

      Per discussion w/ Bob Drach, Gavin Bell, Nate Wilhelmi and Eric Nienhouse (10/14/09) the PCMDI publisher application will present Data Access Application "hints" via properties related to the Thredds Service elements within the catalog. These should be harvested and used to dynamically create fully configured Data Access Capabilities during the harvesting process.
