In order to port the CADIS THREDDS files into the new gateway, the access points have to be rewritten because they are split out into differing base URIs for the same service name and our database does not allow this. I wrote a perl script to do just that. Since it was decided it will be easiest to not use the TDS for this first release cycle, the perl script needs to be updated to have a local file base (file:///) instead of a TDS base.
